INVITATION FOR BIDS FOR COLLECTION AND DISPOSAL
OF SOLID WASTE, RECYCLABLE MATERIALS & ANNUAL BULK WASTE COLLECTION
FOR CALENDAR YEARS 2027 THROUGH 2029

NOTICE is hereby given that Sealed Bids shall be accepted, and may be hand-delivered to the Borough of Bloomsbury, in the County of Hunterdon, at the temporary Borough Hall, currently located at 321 Greenwich Street, Stewartsville, NJ 08886 or mailed to 91 Brunswick Avenue, Bloomsbury, New Jersey 08804, for the collection, removal, and disposal of garbage, solid waste, bulky waste, and recyclable items along the streets throughout the Borough of Bloomsbury, and designated places off the streets. Bids will be received in the Clerk’s Office no later than 10:00 A.M. on the 21st day of September, 2026. All properly received sealed bids will be read in public at that time. The Contract may be awarded at a regular meeting of the Mayor and Council, to be held at 7:00 p.m., on September 22, 2026 at the temporary Borough Hall Meeting Room – 323 Greenwich Street, Stewartsville, NJ 08886.
All bids must be received in sealed envelopes bearing the name and address of the bidder and “Proposal for Collection and Disposal of Garbage, Solid Waste, Bulky Waste and other Refuse and for the Collection of Recyclable Items for the Borough of Bloomsbury”, on the outside and addressed to the Mayor and Common Council, Borough of Bloomsbury, Hunterdon County, New Jersey. Bids can be hand-delivered, mailed in a timely manner by either U.S.P.S., UPS or Federal Express. During the bid opening process, the name of the Bidders will be announced as well as their bid amount. The bid award will not take place at the openings; however, the award will be announced at the next regularly scheduled meeting of the Mayor and Council on be conducted on September 26, 2023.
The bid shall substantially conform in all respects to the Notice, specifications and conditions to bidders and each bidder shall enclose with his bid a guarantee in the form of a certified check or cashier’s check made payable to the “Borough of Bloomsbury”, or bid bond, in the amount not less than ten (10%) percent of the total amount of the bid proposal, not to exceed twenty thousand dollars ($20,000). The packet of specifications, conditions and forms for bidding may be obtained from the Borough website: bloomsburynewjersey.com. The aforesaid security is a good faith deposit which shall be forfeited to the Borough of Bloomsbury as liquidated damages in the event that a successful bidder shall fail to execute the contract within the time specified and furnish the deposit or bond required by contract specifications. Bids shall also comply with all requirements as set forth in N.J.A.C. 7:26H-6.5.
The successful bidder shall execute the contract with fourteen (14 days of notice of the award of the contract by the Borough Council. In default of such execution of the contract, the Borough of Bloomsbury reserves the right to re-advertise for garbage and recycling services and retain the security as liquidated damages.
If awarded a contract, your company/firm will be required to comply with the requirements of N.J.S.A. 10:5-31 et sec. and N.J.A.C. 17:27.
The Mayor and Council reserve the right, after the bids are opened, to decide whether the contract will be awarded on the basis of three years or the alternative bid for one year, and further reserve the right to reject any and all bids or to waive any non-material irregularities in any bid should they deem it to the advantage of the Borough to do so. No Bidder shall submit the required information on any form other than those provided in the bid specifications. Any bid proposal received after the date and time specified will be returned, unopened, to the Bidder.
